Organizational Unit Overview

Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

The Web Services team is part of the University’s Information Technology and Computing Services (ITCS) department, and is responsible for development, support, operation, governance, and quality assurance of the university’s web presence which includes the ECU homepage, alerts website, second-level websites (departmental, individual, blog), university content management system and associated tools, custom web applications, and various university web services (maps, calendar, policies, etc).

Job Duties        

This position develops custom solutions to enhance functionality of applications and meet unique customer needs. Employee should be comfortable developing plugins, themes, custom post types, WordPress CLI scripts, and other WordPress CMS solutions based on project requirements. This position is responsible for assessing and triaging bugs and enhancements through GitHub as well as participating in all stages of development, testing, implementation, and maintenance. This position will work with standard web interfaces (HTML, CSS, JavaScript) and a full application stack consisting of server OS, web server (IIS and Apache), programming and scripting (PHP, Python), and database (MySQL and MSSQL).

The position will serve as team lead for our other developers. The team lead will manage projects, provide code reviews, review documentation and procedures, application administration

This position is responsible for advanced troubleshooting and support, and developing enhancements for various enterprise web applications. Additionally, this position offers advanced technical expertise to consultants and clients for enterprise applications in a wide variety of areas which requires an overall understanding of the ECU technology infrastructure. Employee will assist with determining the best solutions for campus users to meet their needs.

This position helps in the selection of applications and creation of standards and guidelines for its proper use and configuration to meet the needs of customers. Employee is responsible for creating tools using vendor APIs and web services to extend application functionality for our users. In addition, this position is responsible for data management from outside resources importing into a variety of enterprise applications. Employee serves as an expert in the use of these applications and should keep up to date on application upgrades and new features.

This position should stay up to date on new technologies, best practices, and modern development methods. Employee will communicate regularly with peers using chat, audio, and video.

This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.

Employees are required to adjust their standard work schedule to meet the requirements of their position, which includes and not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

Minimum Education/Experience  

Bachelor’s degree and 4 years of relevant experience or equivalent combination of education and experience.

Preferred Experience, Skills, Training/Education    

  • Experience with all phases in development process with preference given to Agile Methodologies
  • Experience with the following environments, languages, and tools: HTML, CSS, JavaScript, PHP, MySQL, MVC framework, REST APIs, Git/GitHub, WordPress, React JS, and cloud platform services (Google, AWS)
  • Knowledge of web accessibility standards (WCAG), responsive design, and Search Engine Optimization (SEO)
  • Experience configuring and updating continuous integration pipelines
  • Maintain and update documentation
  • Collaborate with technical and non-technical stakeholders to gather and explain business requirements
  • Ability to continually learn new technologies and mentor team members, troubleshoot complex issues, manage projects with multiple contributors
  • Strong written and verbal communication skills
