The Assistant Vice President of Finance provides strategic leadership and operational oversight of the Finance Department. This position is responsible for planning, organizing, implementing, and managing core financial functions including General Accounting, Accounts Payable, Purchasing, Accounts Receivable, Cashiering, and Payroll. The role ensures fiscal integrity, regulatory compliance, and efficient financial operations while supporting institutional decision-making through accurate reporting and analysis.
What You'll Do
- Provides leadership for all Finance Department operations, supervising staff, assigning tasks, reviewing work, and ensuring performance and compliance with institutional standards.
- Directs the College's comprehensive budgeting process across all funding sources, overseeing development, adjustments, monitoring, reporting, and compliance with NCCCS requirements.
- Oversees preparation of financial statements, accruals, and adjusting entries for both the College and Foundation; ensures accurate submission of all required state, federal, and external reports.
- Serves as Treasurer and Finance Committee member for the Pitt Community College Foundation, managing financial operations, reporting, and year-end close activities.
- Conducts financial analyses, forecasts, and evaluations to guide institutional planning and decision-making by senior leadership.
- Manages all banking operations, cash flow, reconciliations, and wire transfers to ensure fiscal stability and compliance with cash management regulations.
- Oversees purchasing and payment functions to ensure compliance with institutional policies, state guidelines, and timely vendor payments.
- Supervises billing, collections, and cashiering operations; ensures accuracy, efficiency, and resolution of student and third-party account issues.
- Manages all institutional, federal, state, and private funds including grants, scholarships, and auxiliary accounts; ensures reconciliation and compliance with funding requirements.
- Directs accounting for capital assets and construction projects, ensuring accurate capitalization, tracking, and reporting.
- Serves as liaison for external audits and maintains strong relationships with funding agencies, auditors, and governmental entities.
- Ensures proper preparation, retention, and compliance of financial records, reports, and documentation in accordance with institutional and legal standards.
- Promotes effective communication and collaboration across departments and with external stakeholders to support institutional objectives.
- Performs related responsibilities to ensure the financial health and operational effectiveness of the College.

What We Are Looking For Bachelor's degree in Accounting, Finance, Business Administration, or a related field; at least seven (7) years of progressively responsible experience in financial management, accounting, or related functions, including at least three (3) years in a supervisory or leadership role; demonstrated expertise in budgeting, financial reporting, cash management, and regulatory compliance within a higher education or public sector environment; strong analytical, organizational, and communication skills, with the ability to lead cross-functional teams and manage complex financial operations.
Master's degree preferred

Additional Information Work Environment: Work is primarily performed in a standard office environment within the Finance Department. The position involves frequent use of computers, financial systems, and other standard office equipment. The role requires extended periods of concentration and attention to detail in reviewing financial data, preparing reports, and engaging in strategic discussions. Regular interaction with college administrators, faculty, staff, external auditors, and funding agencies. Work is performed in a fast-paced environment that may involve multiple competing priorities and deadlines. Occasional travel or attendance at meetings, training, or conferences may be required.
Physical Demands: Regularly sits for extended periods while working at a computer or desk. Frequently required to stand, walk, and communicate effectively both in person and electronically. Occasionally lifts or moves items such as files, reports, or office supplies weighing up to 10 pounds. Requires visual acuity to review detailed financial data and produce accurate documentation. Must be able to work with standard office equipment and maintain focus in an environment with moderate noise levels and frequent interruptions.
Normal Working Hours: This position requires a standard work week of 40 hours. Additional hours may be necessary during peak reporting periods, year-end close, budget development cycles, or to meet critical project deadlines. Limited evening or weekend work may be required to attend meetings of the Board of Trustees, the Pitt Community College Foundation, or other institutional events.
