Description Of Work

This is an anticipated vacancy. The Excise Tax Director assures consistency in interpretation and application of North Carolina's tax laws, rules, and regulations, supervises a team, provides legislative support, reviews taxpayer protests, administers technical issues, and participates in policy formation.

Responsibilities & Duties

  • Formulate State tax policy by providing technical direction and assistance to stakeholders.
  • Ensure consistency in application of tax laws, rules, and regulations.
  • Assist in formulating tax policy for NC and participate in legislative processes.
  • Provide oral testimony before House and Senate committees.
  • Represent DOR in administrative tax hearings and testify in court proceedings.
  • Supervise a team of high-level tax administrators.
  • Approve forms and instructions, participate in special projects.

Knowledge, Skills, and Abilities

  • Thorough knowledge of Motor Fuels and Motor Carrier tax laws and procedures as well as other excise tax laws.
  • Knowledge of legal procedures such as preparing tax briefs and participating in hearings.
  • Knowledge of federal Motor Fuels tax laws and industry practices.
  • Working knowledge of federal laws associated with all state excise taxes.
  • Knowledge of accounting principles as they apply to tax reports and financial statements.

Recruitment Range: $83,746.00 - $158,252.00

Minimum Education and Experience

Bachelor's degree in Business/Public Administration, Economics, Accounting or related field from an accredited institution and six years of experience in tax accounting and auditing work including three years of experience in tax administration; or an equivalent combination of education and experience.
