Base pay range: $156,000.00/yr - $234,000.00/yr
This position must be an advocate for Caterpillar's interests on a variety of issues before state governmental entities. The position represents the company with business, industry, and trade groups in shaping and influencing public policy. The manager has responsibility for a specific region of states. The complexity of state legislation and potential impact on individual Caterpillar business units as well as the enterprise requires an on-scene company advocate in state capitals. Legislative and regulatory issues can have a positive or negative impact on the company to the magnitude of tens of millions of dollars. Incumbent is charged with affecting the legislative and regulatory outcome in a way to minimize damage/maximize benefit to the company.
The audiences this position must appeal to include members of state legislative bodies and their staff, administration officials and respective staff, other major corporations, and trade associations. In every sense, the position encompasses representing Caterpillar to key policymakers. Incumbent interacts with the highest-level State policymakers. Therefore, incumbent must always maintain Caterpillar's reputation for honesty, integrity and excellence.
The position manages the completion of its own work assignments and coordinates activities with the business unit client group and the US State & Americas Senior Director. Typical internal customers include contacts in a number of Caterpillar worldwide operations, largely dependent on the issues within the manager's portfolio. The position's primary customers are internal; its primary daily contacts are external. Roughly one-third of the incumbent's time is meeting with external contacts; one-third is meeting with internal customers and one-third is researching legislative and regulatory issues or addressing administrative responsibilities. All activities are related to advancing the company's legislative and regulatory agenda. The incumbent establishes and then monitors general policies and guidelines for projects under his/her control to ensure specific management goals are met and desired results are achieved.
