The Mission of the Department of Public Instruction: The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instruction is seeking applicants for an Auditor III for our Division of Financial Business Services.

Division and Scope

The Division of School Business of the Department of Public Instruction has five sections: School Reporting and Student Accounting (7 staff); Monitoring and Compliance (5 staff); School Allotments (5 staff); Administration/Data Analysis and Statistics (6 staff); and Business System Modernization (3 staff). Overall, this area serves the entire agency, 115 Local Education Agencies (LEAs), all charter schools and other educational entities, the State Board of Education, the Governors Office, the General Assembly, and the taxpayers of North Carolina. It oversees over $12.9 billion in State funds, $1.1 billion in federal funds, and $1.5 billion in capital funds, as well as other federal programs such as School Nutrition services. This division is responsible for the State Public School Fund Budget, the allocations of funding to LEAs and public schools and non-profits; collecting and accounting for expenditures; monitoring and compliance of fund use; analysis and reporting of financial, personnel and aggregate student data; and development of policies related to public school salary, state and federal fund allotments, and student accounting.

Responsibilities

This position is responsible for conducting internal and external audits of subrecipients in the areas of: (1) effectiveness and efficiency of operations; (2) accuracy and reliability of financial and operational information; (3) compliance with laws and regulations; (4) fraud, waste, and abuse; and (5) other areas as prescribed by GASB and GAAP standards or as required under grant guidance. The Auditor will perform moderately complex professional assignments under general supervision, working independently and exercising professional judgment. This position requires a high level of knowledge and/or experience in generally accepted governmental auditing standards, standards for the professional practice of auditing, and sound independent judgment in researching and interpreting laws and regulations, selecting and applying auditing procedures, and resolving audit findings. The Audit Lead must have a general understanding of State government operations and the ability to interpret and apply relevant NC laws and regulations related to NCDPI. The results of analyses and reviews will be documented in written reports, including recommendations for corrective actions, and the employee must be able to communicate findings to management in a clear and concise oral or written form, and present findings to various committees and groups.

Qualifications and Education

Required

  • Demonstrated experience with accounting and/or auditing standards, principles, procedures and/or techniques.
  • Demonstrated experience with any Microsoft Office Suite product and/or financial systems.
  • Demonstrated experience analyzing and/or interpreting data.
  • Demonstrated experience developing and/or following Standard Operating Processes (SOP), reports, and/or manuals.

Education and experience combinations

  • Bachelors degree in accounting from an appropriately accredited institution and three years of accounting/auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports; or
  • Bachelors degree in business administration or other field from an appropriately accredited institution with twelve semester hours in accounting and three years of experience as specified above; or
  • Associate degree in accounting from an appropriately accredited institution and five years of experience as specified above; or
  • Equivalent combination of education and experience.
