General Statement or Primary Purpose
Under limited supervision, performs supervisory and skilled work in the maintenance and repair of County buildings, grounds and facilities. Work involves assisting the Director with planning, scheduling, supervising, and inspecting the work of departmental employees engaged in the maintenance, repair and construction of County buildings, facilities and grounds. Employee assists with inspecting County buildings and facilities to determine necessary maintenance and repair work, assigning and initiating work by department personnel, and ensuring that all required parts and supplies are available. Work also involves instructing, assisting and advising employees on specialized maintenance and repair tasks requiring journeyman level knowledge of building trade skills, such as: electrical, plumbing, heating and ventilation, air conditioning and carpentry. Employee is responsible for day to day supervision of all Buildings and Grounds maintenance employees. Employee is on call 24 hours per day. Reports to the Buildings and Grounds Director.
Duties and Responsibilities or Knowledge, Skills, Abilities
Coordinates and supervises the day to day activities of all Buildings and Grounds employees and other assigned staff; establishes priorities, delegates assignments and creates work schedules to ensure staff is utilized to maximum efficiency; trains new and existing staff in work methods to ensure conformance to County standards.
Manages work orders and enters data to complete work orders.
Monitors building HVAC controls for numerous County facilities to ensure maximum efficiency and comfort.
Assists with determining maintenance needs of the County; works with the Director to determine needs and schedule work; visits various sites and buildings to determine the need for maintenance; reviews and approves work orders; meets with the Director to determine the need for special projects.
Ensures adherence to established laws, regulations, policies, procedures and standards; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise; instructs employees on work prior to commencing projects.
Assists with establishing and implementing preventive maintenance schedules; responds to requests for maintenance and repairs from County departments and Director.
Ensures that employees have the parts and supplies necessary to complete assigned tasks; confers and negotiates with vendors and contractors to obtain supplies, materials and services at rates and conditions most favorable to interests of the County.
Supervises and approves the requisition and purchase of materials and equipment needed to complete jobs.
Makes recommendations for routine personnel matters affecting departmental employees including recruiting, interviewing, training, assigning, scheduling, granting leave, appraising and disciplining, etc., submitting such records and reports as required by the Director.
Ability to exercise considerable independent judgment and initiative in planning and directing maintenance and repair activities and in inspecting completed work for compliance with established procedures and specifications.
Ability to communicate effectively orally and in writing.
Ability to exercise tact and professional courtesy in contacts with private suppliers, contractors with County departments, department heads and public officials regarding requests for service and complaints.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Ability to maintain readiness to work on a 24 hour on call basis.
Attends seminars, conferences, workshops, classes, lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in field of buildings and grounds construction and maintenance.
Provides department leadership and management in the absence of the Buildings and Grounds Director.

Minimum Education and Experience
Graduation from high school and 7 years of experience in construction trades or building maintenance work, including supervisory and administrative experience, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Valid North Carolina Driver's License required.
