General Statement or Primary Purpose
Under generalsupervision of the Assistant Tax Administrator and direct supervision of the Personal Property Supervisor, performs technical, analytical, and administrative work in appraising individual personal property for assessment purposes. Work involves performing tax listing duties, appraising property at true market value, conducting audits, performing discovery on property that is non-listed or under-listed, providing information to the public on tax laws and policies, researching and processing appeals of value and making adjustment where applicable, and maintaining accurate database files.
Duties and Responsibilities or Knowledge, Skills, Abilities
Performs tax listing duties for all individual personal property, which includes researching and determining value, updating (abstract) data into tax software, and creating supplemental/discovery bills when applicable. Performs field reviews as needed.
Utilizes government and independent resources to review records and make determination of situs, taxability and value including North Carolina Vehicle Tax and Tag System (NCVTS), DMV system (Stars), NC Wildlife Commission, TEC, Registrar reports, NADA valuation, Vessel Valuation, and TransUnion.
Works in queues in NCVTS and NCPTS to review property situs, value, and taxability. Makes changes as needed and timely prepares tax roll for billing.
Ensures timely receipt of registrar reports from Mobile Home Parks, Airports, and Marinas
Reviews Mobile Home Park registrar reports and Department of Motor Vehicle records to identify unlisted mobile homes; follows statutory discovery process in assessing unlisted mobile homes.
Reviews North Carolina Wildlife Commission records to identify unlisted boats and motors; follows statutory discovery process in assessing unlisted boats and boat motors.
Appraises individual personal property, such as; registered and unregistered motor vehicles, boats and motors, recreational vehicles, mobile homes, and trailers using various pricing guides and manuals. Researches any motor vehicle units needing additional information to correctly assess value such as special body cost for trucks. Researches cost, length and width of motor homes and utility trailers. Keeps abreast of local personal property trends and modern appraisal methods and techniques. Has extensive understanding of the different valuation guides and North Carolina Machinery Act laws regarding appraisal.
Receives appeals and makes independent determination if release, refund or proration is applicable under statutory requirements using supportive data and all available resources. Processes release, refund or proration as applicable.
Assists citizens by phone or in person regarding listing and valuation questions for individual personal property and registered motor vehicles as well as questions regarding collections, GIS/mapping, land records, and real property appraisal. Strives to resolve all citizen needs without referring to another division in the office.
Receives applications for exemption and exclusion programs and assists citizens with preparation as needed.
Maintains and updates accounts into tax software (mailing addresses, notes, personal data, etc.).
ADDITIONAL JOB FUNCTIONS
May maintain cash box for Department to process copy fees for citizens, following property procedures for the County Finance Office.
Maintain release/refund files, abstract/listing books, etc.
Performs other related work as required.
Minimum Education and Experience
High School diploma and 3 years of experience in accounting, business, financial, and tax setting work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Special Requirements
Must complete training and obtain certification as a NC Certified Personal Property Appraiser within two years of appointment and maintain continuing education requirements.
