General Statement or Primary Purpose

Under general supervision, performs technical work in listing, assessing and auditing business personal property for tax purposes in Tax Administration. Work involves processing business abstracts, including reviewing business personal property tax statements, performing the annual listing and assessing of business property such as machinery, equipment, vehicles, furniture, and fixtures. Employee is responsible for checking and comparing tax listings and returns to discover property not listed, ensuring a complete and accurate listing of business personal property for taxation. Reports to the Business Personal Property Appraiser/Auditor Manager.
Duties and Responsibilities or Knowledge, Skills, Abilities

Lists annual taxable assets of business firms, including office equipment, tools, vehicles, acquisitions made during previous year and other properties leased, rented, or removed; assists taxpayers in office or processes listings received in mail; grants listing extensions, as appropriate.
Processes business property abstracts and renders assessments; checks business tax listings for acceptability; processes work sheet showing correct amount of depreciation for each type of equipment; adds property acquired during year and removes all deletions; prices vehicular equipment and merchandise in storage; posts total values to control cards or files.
Performs field audits, checking firms delinquent in tax listings and following up on defunct businesses which have taxable assets; notifies non-listing firms of proposed assessment or deletes inactive accounts from files; grants filing extensions when warranted.
Audits records of businesses and analyzes business tax returns, comparing to determine correct assets.
Conducts discovery process, determining unlisted business/personal property and sending bills, as appropriate.
Assists in the appraisal of all business personal property for yearly assessments.
Confers with taxpayers, accountants, attorneys, etc., to explain methods of arriving at tax values.
Performs data entry functions, entering information into files for business/personal property appraisal, printing reports for release, and establishing files of data for tax bills; maintains confidential business personal property files.
Submitting such records and reports as required by Tax Administration or County management.
ADDITIONAL JOB FUNCTIONS
Performs a variety of clerical functions to assist during times of heavy workload, including processing of abstracts, preparing refunds and releases, prorating bills, processing motor vehicle forms, reproducing maps and cards, answering taxpayers' questions and assisting taxpayers in locating parcels on maps, and entering data for new accounts, pre-sorting and preparing abstracts to be mailed, performing discoveries, etc.
Performs other related work as required.
Minimum Education and Experience

Associate's degree in accounting, business administration, or a related field, and two (2) years of experience in appraising, auditing, bookkeeping, or related work, with experience in assessing or appraising business personal property preferred; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
Special Requirements

Certification as successfully completed course work in Fundamentals of Property Tax Listing and Assessing, and Business Personal Property.
Obtain Department of Revenue Personal Property designation within two years of employment.
