The purpose of this position is to acquire rights-of-way, easements, property for land, road and drainage construction and improvement projects. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Examples of Duties

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Performs research pertaining to property ownership, roads, drainage facilities and other infrastructure issues or special projects as needed by various County departments.
  • Prepares and tracks County Council agenda items pertaining to right-of-way, drainage facilities, road acceptance or other infrastructure, capital improvement and special projects.
  • Performs site visits and coordinates informational meetings with the public regarding Easements or Right-of-Way requests.
  • Prepares Right-of-Way Deeds and/or Easement Documents; submits to property owners; and discusses terms and conditions.
  • Orders appraisals, titles examinations and surveys for Right-of-Way improvements projects; analyzes results and findings; determines offer price for property; extends offer to property owners; negotiates and closes purchase deal for property.
  • Initiates condemnation proceedings when necessary to acquire Right-of-Way, Easements or land.
  • Educates staff and public on County GIS and public records searches available to for public use. Works with GIS on updating mapping layers associated with Right-of-Way and Drainage Easements.
  • Performs related work as assigned.

Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Requires Bachelor's degree or education and training equivalent to four years of college education; engineering background a plus but not required.
  • Over two years and up to and including four years of related experience or an equivalent combination of education, training, and experience.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.

Supplemental Information

All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
