Position Summary :

The Chief Financial Officer (CFO) is integral to Sanford Housing Authority's (SHA's) senior leadership team. This position reports to the Chief Executive Officer (CEO). This senior-level position is a highly transformational role that supports the mission of the SHA and the Central Carolina Strategic Developers (CCSD) by providing strategic financial leadership and vision for the agency. The CFO works with senior leadership, the Board of Commissioners / Directors, and the mid-management team to establish and effectively implement long-range goals, strategies, plans, and policies. The CFO is responsible for all aspects of SHA and CCSD's strategic financial goals and objectives, producing results that accomplish the agency's plans.

The position oversees the development of financial policies, creates a sound business management model for a long-term sustainable real estate portfolio, implements an entrepreneurial outlook for a changing organization, and improves the overall financial position of SHA and CCSD. The CFO is responsible for the effective and efficient operations of financial activities, including cash management, financial accounting, financial reporting, financial planning, budgeting, forecasting, expense and trend analysis, tax and treasury, debt management, risk management, and business services (procurement and contract management) functions. The CFO promotes and ensures the financial health and well-being of SHA and CCSD.

ESSENTIAL FUNCTIONS AND DUTIES

Ata minimum, the Chief Financial Officer (CFO) will be responsible for successfully carrying out the following essential functions and duties in a professional and timely manner :

  • Create, direct, and evaluate the agency's financial programs and support housing software accounting modules.
  • Work with senior leadership to develop an annual operating budget, including business plans, operational requirements, organizational structure, staffing, and budgets supporting SHA and CCSD's strategic plan.
  • Ensure SHA and CCSD fully take advantage of being entrepreneurs through financial visioning and strategy.
  • Oversee the creation, application, and management of real estate development financing plans, modeling, and proformas.
  • Ensure funds generated from various sources are appropriately allocated for intended purposes.
  • Ensure compliance with all financial rules and regulations mandated by funders and stakeholders.
  • Oversee the preparation of an annual budget and monthly financial reports, conducting variance analysis.
  • Keep senior leadership briefed on SHA and CCSD's financial status, emphasizing highly controversial or sensitive problem areas.
  • Analyze cash flow, cost controls, and expenses to guide senior leadership and mid-management on cost-effective business decisions.
  • Establish primary economic / financial objectives and policies for SHA and CCSD.
  • Communicate in a timely manner with the Finance Committee of the Board of Commissioners / Directors.
  • Oversee the development and implementation of financial, accounting, billing, internal control safeguards, and auditing policies and SOPs.
  • Identify and analyze financial trends to forecast and identify future financial opportunities.
  • Ensure successful implementation of the strategic plan by providing analysis and assisting in preparing business plans.
  • Oversee financial management of subsidiary operations, including all share services agreements and transactional tasks.
  • Represent SHA and CCSD with banking institutions and investment companies.
  • Coordinate compliance and financial reviews and audits.
  • Oversee the completion and analysis of the Financial Data Schedule (FDS) for the year-end closing process.
  • Oversee HCV month-end closing, prepare checks, provide lease-up numbers, and expense reporting to HUD.
  • Ensure compliance with all rules, guidelines, regulations, and contractual requirements.
  • Positively contribute to the agency receiving satisfactory ratings in HUD Agency performance evaluation systems.
  • Responsible for monthly financial statements, balance sheets, and various regular reports.
  • Oversee budget and cost controls, financial analysis, accounting practices, payroll functions, insurance coverage, purchasing and inventory expenditures, and Capital Funds Program (CFP) purchase requisitions.
  • Undertake other work-related duties and special projects assigned by the CEO.

REQUIRED QUALIFICATIONS

Education : Master's degree in accounting, finance, business administration, public administration, or a related field from an accredited college or university.

Experience : Minimum of seven (7) years of financial management experience and at least five (5)progressively responsible financial management roles, preferably within public housing authorities, government agencies, or nonprofit organizations, orany equivalent combination of education and experience.

  • Equivalent combinations of education, training, and experience may be considered or substituted in place of the education & experiencerequirements stated above.
  • Expertise in general ledger accounting and interpreting generally accepted accounting principles.
  • Advanced financial analytic ability, including solving complex problems.
  • Ability to oversee cash flow planning and investment management.
  • Ability to direct the development and monitoring of operating budgets and develop financial business plans and forecasts.
  • Ability to participate in policy development as a member of senior leadership.
  • Ability to stay current on accounting and audit best practices and all state and federal laws affecting the agency.
  • Knowledge of operating systems, hardware, and software.
  • Ability to monitor payroll functions within HRIS software.
  • Ability to ensure appropriate internal controls and financial procedures are followed.
  • Knowledge of nonprofit accounting, including sophisticated fund and grant accounting, fundraising, monitoring, compliance, and reporting.
  • Ability to work with various financing tools related to property acquisitions and developments.
  • Comprehensive knowledge of policies, procedures, goals, objectives, operational entities, requirements, and activities as they apply to SHA and CCSD.
  • Expertise in financial analysis and modeling, real estate assessment, and risk evaluation.
  • Ability to speak and present information effectively to top management, public groups, and Board Commissioners / Directors.
  • Ability to represent SHA and CCSD to financial partners, including financial institutions, auditors, public officials, etc.
  • Knowledge of HUD, HCV Program, GAAP, homeownership, or other governmental accounting.
  • Ability to respond to audit findings and take corrective actions.
  • Must possess the following required certifications,or be willing to obtain these certifications within the first year of employment :
  • LIHTC HCCP Certification
  • Procurement & Section 3 Certification
  • CFP Certification
  • Must possessa valid North Carolina driver's license with a good driving record.
  • Ability to pass required pre-employment background checks, including criminal history anddrug screening.
  • Availability for occasionalovernight travel and weekend work.
  • Maintain a professional appearance andattitude with all stakeholders.
  • Demonstrated strong verbal and written communication skills.
  • Ability to demonstrate reliability through punctuality and consistent attendance.

PHYSICAL REQUIREMENTS

Ability to perform physical tasks, such as bending, stooping, and lifting up to 30 pounds without assistance.
