Job Description: Finance Department Supervisor

Administer the systems and processes for the receiving, disbursing, and accounting of revenues and expenditures for the County. Work involves supervision of the budget, purchasing, accounting, collections, billing, cash investments, and payroll operations.

The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

Key Responsibilities:

  1. Direct and participate in the formulation and implementation of applicable finance policies in accordance with the Local Government Budget and Fiscal Control Act; review and monitor the ongoing administration of budget, accounting, and billing processes; develop methods for improvement.
  2. Plan, organize, and direct all operations of the Finance Department; supervise a staff of accounting and payroll specialists; perform routine supervisory functions such as hiring, evaluating, promoting, disciplining, and recommending termination of employees.
  3. Assist the County Manager with tasks related to projecting, developing, and working with the annual budget process, including reviewing departmental budget requests for accuracy and resource justification; assist in the preparation and presentation of the final budget.
  4. Coordinate general operating and capital improvement budgets, including revenue and expenditure estimations, departmental budget reviews, and preparation of budget amendments when necessary.
  5. Supervise and/or participate in posting and balancing County ledgers, preparing payroll and related records, maintaining purchasing records, managing grants, and fund disbursements.
  6. Prepare various fiscal and accounting reports and records, and file with appropriate governmental agencies, boards, or commissions.
  7. Report periodically to the County Manager and County Commissioners on the financial condition of the County; attend meetings and provide requested information.
  8. Assist auditors during the annual audit; respond to findings to improve financial systems.
  9. Develop and implement short and long-term program goals and policies for the County's financial operations; advise department heads on budget and fiscal management.
